Profile of Program Participants

Each year, more than 180 women and 225 children participate in Residential and Transitional Care Coordination Programs.  Women are African-American (73%), Caucasian (22%), Hispanic (4%), and American Indian (1%).  Participants range in age from 18 to 70, (the majority are between 22 and 38 years), and ninety-five percent (95%) are residents of Milwaukee County. All of the women who enter Horizon House are without jobs or eligibility for subsidized programs.  In addition to being low income, eighty-five percent (85%) of the women have dependent children, usually in a family member’s care, ninety-five percent (95%) are in recovery from substance abuse, at least seventy-five percent (75%) have a history of domestic violence, and at least fifty (50%) have diagnosed co-occurring mental health disorders.  Additionally, many of the women have lived their entire lives in housing that is unsafe and does not support a crime-free or drug-free lifestyle.
