Horizons' Staff

Horizons, Inc. is staffed by 14 full- and part-time employees. Our staff is reflective of the women we serve, is all women, and primarily African-American. In fact, many of our staff have been with the agency for more than ten years! Agency leadership includes Constance Shaver, MSW, CADCIII Executive Director, who has been with Horizons for 26 years. Connie currently teaches courses on women offenders at the University of Wisconsin – Milwaukee's Helen Bader School of Social Welfare. Linda Pate Hall, CADCIII, CCS is our Director of Client Services. Ms Pate Hall has been with Horizons for 23 years and is a Certified Corrective Thinking Therapist. She is responsible for coordination of overall agency programming, case management, supervision of staff and is a group facilitator.
