Horizons, Inc. is a private, non-profit agency that began in 1971 as the first halfway house for women offenders in the state of Wisconsin; and one of the first in the nation. Horizons, Inc. has evolved into one of the nation's cutting edge community-based treatment facilities for women offenders and their families. The goal of Horizons, Inc. is to provide residential and outpatient treatment services that provide women with the skills and resources they need to achieve economic and emotional independence while, at the same time, maintaining a crime-free and drug-free lifestyle.
