Mission and Objectives
Horizons, Inc. recognizes the
gender-specific needs of women offenders and strives to provide coordinated
services that are sensitive to women's mental and physical health care
needs. The agency has developed their
mission statement to reflect these needs:
The mission of Horizons, Inc. is to
provide women offenders and their families with a healthy alternative to incarceration,
through a positive, caring environment, and provide the tools to recover from
criminal and addictive behavior.
Horizons, Inc. is committed to
community corrections and aims to:
Provide effective services through which women
successfully heal and re-enter their lives and society as productive,
empowered and sober members of the community
Offer a holistic continuum of compassionate
and culturally appropriate services for women and their families
Advocate to change corrections policy and
systems to reflect a more positive and effective model
Engage in community prevention activities that
focus on peace, non-violence, substance abuse prevention and family support
Provide leadership in working collaboratively
with other organizations and neighborhood groups
Educate the public regarding restorative
justice and community corrections

Why Community Corrections …
Community corrections is an
alternative to institutional incarceration in which sanctioned offenders
serve their sentences within, rather than isolated from, the community. Horizons, Inc. and other centers for
community corrections across the nation offer sophisticated, multi-faceted treatment
and rehabilitation programs for non-violent offenders who comprise the
majority of the nation's convicted criminals.
Several hundred research studies demonstrate consistently that
community corrections is significantly more effective in reducing recidivism
for non-violent offenders than incarceration.
Why Community Corrections for
women …
Community corrections is
especially effective for women offenders, a population that is largely
non-violent and affected by multiple problems like physical, sexual, and
emotional abuse, mental issues, and drug addiction. Women in community corrections receive
24-hour supervision and regular drug testing.
They are held to high ethical and behavioral standards in a community setting
that requires personal accountability.
In addition, women who are mothers are able to maintain regular
contact with their children. By
sustaining this important relationship, women garner a vital incentive to
complete their sentences and re-enter the mainstream community.

Our Philosophy
Horizons, Inc. is committed to
providing a healthy alternative to incarceration. We are a vital alcohol and drug abuse
treatment program serving women who have few resources available. We recognize that women have their own
particular issues which require treatment.
We are dedicated to creating a safe environment necessary for changing
and healing. We also recognize that
women in the criminal justice system and women needing treatment for
addiction have dependent children. By
involving children in the treatment program, parent-child relationships are
nurtured and supported.
